This efix contains code that will compute the enabled_paths correctly. 
Originally the problem presented itself during sysReboot. I/O errors
are present and there are more enabled_paths than there are paths. The
fix is to decrement the count on failure, increment on recovery and
set the count to 1 when there are no passive enabled paths on a 
MODE_SELECT.
